Speaking on background to the New Advent blog, a staffer of the Congregation for Bishops says that "we want to leave no doubt in the minds of the faithful that the Holy Father is sovereign in the appointment and removal of bishops" and that the unnamed author(s) "will not attain what they're trying to accomplish," citing the "harmful precedent" argument.

If you're surprised, you haven't been paying attention... but oh well.
